    ADECCO (Radio-Television IZUBA)

The Association for Community Development through Communication (ADECCO) is a National Non-Governmental Organization founded in 2002. Its primarly aim was informing community.

ADECCO as the first community broadcasting association in Rwanda. Its mission is to promote citizen-centered good governance and community development through access to information.

In July 2004, ADECCO started the first community FM Radio station in Rwanda named“Izuba Radio” as its main project. IZUBA Radio broadcasts on 100 MHZ from Ngoma District, Eastern Province of Rwanda and on social media platforms. The radio’s mission is to “provide Information and education to unlock the potential of the citizens in our broadcast area and   allow them to enjoy a better quality of life”. As its second project, in March 2018, ADECCO launched the free-to-air IZUBA Television channel broadcasting.

In addition to the Radio and TV studios at ADECCO headquarters in Ngoma District, there are 3 Izuba Radio & television branches with studios in Rwamagana, Bugesera in Eastern Province and Gasabo Districts in the City of Kigali to enhance better community outreach and better networking with other media houses and State and Non-State partners. 

Izuba Radio has an audience of 3.5 million people all over the Rwanda and across the neighboring communities of Ngara of Tanzania, Giteranyi of Burundi and Ntugamo of Uganda. 

IZUBA TV can be watched free-to-air from Rwanda and worldwide through the website and social media platforms.

To fulfil its mandate, Izuba Radio & television emphasizes investigative journalism and citizen journalism and works with a network of active 50 community-based citizen reporters involved in the the process of collecting and reporting news and information across  Eastern province. 

Izuba Radio & television acts as a reliable source of information for citizens within its coverage by providing an opportunity for awareness and education about their fundamental rights. It is a platform for rights holders to exercise their freedom of expression to assert their rights and a channel for duty-bearers to account for State obligations to respect, protect and fulfil human rights. 

As a mouthpiece and a voice for citizens in rural areas, it gives them voice to express and prioritize their needs for their communities, to play a central role in driving the national and local governance processes to enhance their social welfare. 

The radio offers community participation in both show production and programming as well as local and regional news, diverse ranges of music and cultural programming in Kinyarwanda, the native language that is understood and spoken by all Rwandans, Kiswahili, English and French. Listeners of the radio highly regard the radio as the medium as a voice of the voiceless, the mouthpiece of the oppressed people (be it on racial, gender or class grounds) and generally as a tool for development.

Izuba Radio & television is a member of RCRN (Rwanda Community Radio Network), an independent community radio network umbrella operating in Rwanda to enhance synergies, exchange of expertise and information. 

Since its creation, ADECCO has implemented projects in areas of Good governance (community debates), community Development, Health, Access to justice, Human rights including land rights, Gender equality and media capacity building. 

To implemented its projects, ADECCO as an NGO has been funded by a number of agencies including multilateral agencies: European Union, United Nations for Women (UNWOMEN), UNESCO, Global Fund to Fight Against HIV/AIDS, TB and Malaria; International and National Organisations such as Search for Common Ground, Panos  Great Lakes, Internews, La Benevolencija, Transparency International Rwanda, Urunana DC, Umurage Communication  for Development (UmC) and Government agencies and local governments like  Ministry of Justice, Office of the Ombudsman,  Rwanda Law Reform Commission, Rwanda Utilities and Regulatory Agency(RURA), Rwanda governance Board (RGB) and Eastern Province Districts. 

In 2017, Izuba Radio & television was awarded by the Rwanda Government Board as the best Community Radio in Rwanda.
